I updated to 1.66 and after the update the tools & maintenance option is missing, do you have this option on the grey tab menu in ACP ? if this module is missing I would guess that the task manager is no longer running.

as you can see I run the new software on a localhost that mirrors my actual site to insure all is well before I upload the new version to the live site

It's fixed, I needed to rebuild cache.
