Hey I was just wondering how do you add a private inquire section to your forum? So only that member and staff can see it? Is that possible without a plugin or if not anyone care to explain?

Just select the option so only thread starter and staff/admins can view the thread while creating the forum.

Yes. It is the "Can only view own threads" checkbox.
