i wonder if someone have same problems like i do give me some solution.
upgrade to 1.6.6 goes without any problems but whenever i do any changes in the ACP(activate or deactivate plugin) got problems with acces to forum,ftp and my Cpanel takes up some 30-60 minutes.
i clear my browser cache and run ccleaner also but like said so no acces to forum,ftp,and Cpanel.

Also noticed high CPU usage in Cpanel its possible to some of the plugins eat resource

Shared hosting ?

I dont know think so i see option shared IP adress in Cpanel

Problems come from your host, change or buy a dedicated server.
