from a quick look maybe its your Theme's fault!!!
Cant help you very much but what i would do is that i would find navactive code from the default theme and try to put it in this theme you are using... (tweaking may be required)

tried that but from admincp nav_sep and nav , are the same as default template , i don't know what to edit ...

^ obvious question : does the header template consists of <navigation> ( around bottom of the template's code )
