I know the merge system takes other forums and loads them into mybb, but can it also export a current mybb forum and turn it into a phpbb3 or vbulletin forum? Basically do the opposite of its intentions?

No, why would we develop a system to merge forums away from MyBB? That's like saying "Hey, MyBB isn't good enough, try another forum software!".
