I would like to have one default theme for everyone, and then enable higher user groups the option to select from different forum themes.

Do I need a plugin to restrict theme options to some user groups? Or can this be done with a code edit? Thanks.

Edit the theme properties in the ACP. You can set which groups can use which theme.
