If its coming from multiple IPs then that does sound alot like A DDOS (Disturbed Denial Of Service)
I advice to ask your host to address this or move hosts, I have a hosting offer PM me if you need my help.

Actually DDOS = "distributed denial of service". The attacks come from multiple sources (i.e., distributed). A normal DOS is a single machine. If you're on your own VPS, consider mitigation such as running nginx (instead of Apache) or mod_evasive (or a variation). Serious DDOS requires hardware, and is expensive.
If you have a cheap shared plan, the host will likely just suspend you, not help you.
