Hi,

i know that i can disable private Messages for users but after that they can't send any thing , what i want is disable private messages between users only and they can send messages and replay to the messages that came from administrators and moderators or at least if the moderator send something to him he can reply

I don't think this is natively possible.
You'll need a plugin.

Why not use the new feature for View View Only Own Threads (something like that)? You can create a forum and make sure each group can only view their own threads.
