Also, that is a reasonable ($20) low end freelance work pay. Also, getting a fine from the tax man isn't a problem if you declare it.

I think either this is a poor attempt to collect emails

or

a kid trying to get a site setup and just copied a "developers want ad" from somewhere

or

a real bad deal
