anybody know how to add in the page tabs like the ones above here in mybb's site ???

These are CSS menus, you may try yourself using either of these;
http://www.cssmenumaker.com/
http://www.cssmenugenerator.com/

Then you've to edit your theme's header template inorder to implement the CSS menus replacing old.
