Are you using any plugin for this ??

I'm fairly sure this isn't a core feature. As Yaldaram asked above, are you using a plugin to display this message? If so, the text may either be hard-coded within the plugin or there will be a language variable to edit it.

Looks like it uses the language system. Go to ACP > Configuration > Languages > English (American) > Options > Edit Language Variables and search for "aamessage.lang.php". You can then modify all the phrases. notice that the text "{1}" is replace by the user's username and "{2}" is replaced by the forum URL.
