To stick a thread goto bottom of thread
Moderation options -> Stick thread
Thats the problom. I want to sticky a thread, but I cant access the moderation.php page.

Click Moderation Options and select Stick/Unstick
Do you have the moderation.php in the file root for your forum?

Try using default theme,
and tell can you see the page?
