I believe that is the "Table Row Separator"

Note that this will also change the "Important Threads," "Normal Threads," etc. bars.

Also, moving this to Templates and Themes with a 7 day redirect.

Where can i change in admincp ????

From the acp, click to Modify / Delete a theme. Select the theme you wish to edit and look for the Table Row Separator box. You should change the background field to change the colour of the seperator.
