So for a plugin I need to upload an English lan pack to admin where would I upload it to

Inc/languages/English/admin (lowercase though, autocorrect changed it).

Error: Failed to retrieve directory listing

In which folder is that file in files of plugin? There you upload it, exacly like in plugin folder. If you still don't understand give us download link of plugin so i can say you exacly.

inc is in your forum root
languages is in inc
english is in languages
admin is in english


If it is not found, then that's probably part of your confusion

Make sure the directory exists with any files needed.
