Login to your ACP, go to Themes & Styles > Themes > YOUR THEME > global.css > Edit Stylesheet (tab): Advance mode,
Now just click the save stylesheet button without doing any editing and see if it fixes.
Getting a 403 forbidden error on your stylesheet. Check your CHMOD permissions on the /cache/themes directory and it's sub-directories and files. Also ensure there are no .htaccess blocks in place regarding the /cache/ directory.
