Currently i have myshoutbox too far down on my site.. it's the default place.. how do i move it up above my tabs?

In Admin CP > Templates & Style > Templates > (your default templates) > Index Page Templates > index find:

{myshoutbox_abcd}

Move that to anywhere you want it to be, for example like:

{myshoutbox_abcd}
{$forums}
{$boardstats}
