Is there a plugin where an alert can be created and a pop up menu appears to any online user? So for example, If I created a message in admincp and modcp, a popup window with that message appears which they can close.

You can edit the announcements to make it as popup.

Yaldaram but that only warns guests? I need it so it warns online members or guests, like a pop up window. Thanks anyway though.

By editing core announcement files.
See instead of announcing in header you can create a pop up instead

Actually you can configure that plugin to show other users as well. And for the close button on the popup, I guess I've seen similar thing done here in one of - G33K -'s posts. Try to search his posts in here.

Would this show for offline users when they got online though as I need it to only show to online users or guests.
