In a particular forum, I have made a 2nd sticky thread which I would like below the first one that I made. However, it's displayed above it. How do I force the other one to the top?

Indeed, you could post a reply to that thread or you could edit the dateline in the database using PHPMyAdmin. The database way is abit more complicated so I would recommend you just reply to the thread.
