For uploading I supposed, URL's still wouldn't work nicely.
I suppose it could be done. It wouldn't be foolproof though.

This is 2012, not 1996. Gif is way outdated. I see no other reason to use it than if you want an animated picture. PNG is the image format to use. It has many advantages over gif. I pretty much replaced all gif files from my MyBB installation with PNGs.

Yes but it's not like everybody can't use gif images anymore for avatars if MyBB gets one option more in the ACP. It's my own choice to forbid gifs, just like it's my own choice to limit the avatar resolution to 100x100 pixels.
