Whenever I try to install, whether it is 1.6.7 or 1.6.6, I get this error each time I try to install the forum on template section.

I don't know what the problem is and how to resolve it.

You've to ask your host to resolve the issue.

It's a host issue. Either change to a better host or ask them to increase the cap on the max_updates directive.
