That page was left in the upgrade script accidentally and was removed shortly after the initial release. If you were one of the first to download it however, you obviously still have the old file.
The release isn't a beta release, so you can either type I Agree into the box and ignore the message, or upload a fresh copy of the upgrade script. Either way, the upgrade should be fine.
