Where do I find that at ?? This admin is very confusing .

I don't even know where to edit a header or footer .
You have to edit permission of forum under Forums & Posts -> Forum Management -> Chose forum in which you want to post HTML code. -> Click on option of that forum -> Edit forum -> Find -> Yes, allow HTML in posts -> Be sure that is checked.
For editing header and footer you go to Templates & Style -> Choose theme -> And choose template which you want to edit.
Yes that is what I did but it dose not work and I can not for the life of me figure out what is wrong .
Post your admin details in
Private Inquiries and someone from Support Team will take a look on your problem.
As JovanJ said, if you post some ACP login details in the
Private Inquiries forum I shall take a look. The steps posted above should have worked.
