You probably have to hire someone as it needs portal template + portal.php huge editing.

Yea, it is totally doable, you would need some plugins and a lot of editing on the templates. It might slow things down a bit to have some of that stuff on it (Tags are not that well supported for mybb).

Yea, we may not have seemed SUPER helpful, but you have to realise that even though that portal is doable and a lot of work, most of it can be achieved with some knowledge of CSS and the MYBB template system.
Rather than posting a link to a page that is not yours (and for a different forum software to boot) and asking us to "guide you" you should have a go at it yourself on a mybb setup and post specific questions on the areas you are having difficulty with.
