Does your domain have an SPF record? Get the forum to send an email to a Gmail account, then view the message (even in your spam folder) and next to the reply button there's a little arrow, click that and then choose Show original, somewhere it will have a line starting with 'Received-SPF', what does it say after this? Should be either pass or neutral.

and it went to the inbox on gmail but in junk on hotmail

Hotmail is terrible anyway, hardly anything you can do on that.
Reason I stopped using it as legit emails went to spam and I got spam in my inbox.

is there nothing else i can do to try and get notifications to go in hotmail inbox

You'll probably need to contact hotmal and ask them to whitelist your domain/server IP; is the SPF is a pass I don't think there's much more you can do.
