When I go to the plugins tab, I see this:

I've tried refreshing, clearing my system cache, but nothing.
I can browse plugins, but I cannot view my current plugins, which means
I cannot activate, disable them.

You probably have uploaded any file that doesn't actually a plugin file in ./inc/plugins/ folder. You've to remove it from there.

Please post a screenshot of the files in your ./inc/plugins folder as seen from your FTP client. As Yaldaram said, you likely have a file in there that doesn't belong there.
