I have a member I wish to allow to edit a closed sticky that he started and I stuck, but I don't want to make him a mod. I tried various things i.e. creating a new UG with him only and ticking perms but it gave him too many perms etc.

This is an acronym thread I want him to be able to edit and maintain even though it's closed and he is not a mod. Any ideas?

As far as I know it's not possible. Unless you're to issue him moderation permissions in the forum the topic is in.

If I created a new section for his thread would that work?

Yes, just grant the user limited moderator permissions to that specific forum.
