I'm looking to get something similar made, but I have no idea where to go to request one or how much it will roughly be. Does anyone here have any idea?

Somebody with a knowledge of AfterEffects, and maybe Maya/Cinema4D

You will be paying a couple of thousand for a professional to do it. At aniboom it's newcomers so it'd be much cheaper.

I guess you could make it with some recording software and edit the resulting file. I use SonyVegas for my sims projects.

Then, pick one you like, download a 30 day trial of After Effects and change the titles to the ones you want.
