A member can not post links if under like 10 posts count

How can i do that ?

This would require a plugin. The following would let you do what you want: http://mods.mybb.com/view/extra-forum-permissions

You can then just set up a usergroup promotion.

how do i setup usergroup promotion ?

ACP > Users & Groups > Group Promotions

this seems like not working any more with 1.6.9

What's not working about it?

It seems not to be working with 1611 even.

I have no idea where I am stucking while installing this.
