You want to remove I Agree button? But how you would proceed with the registration if there is no I Agree button ??
Do you want to change the "colors" of the header ?? Its panel class in your theme's global.css BTW.

Since OP has been banned. If anyone needs something like this, I would like to tell you that if you remove "I Agree" button then you'll not proceed to further registration steps.
