I'm trying to find the template that generates the bar shown in the attached image that is enclosed in the red rectangle. Anybody have any idea what template this is in? I'm using the 2.0 Inspired theme.

That's somewhere in header template.

That was my guess also but I checked the header templates and couldn't find it. I'll go back through them and check again.
