It's in the group settings under the Users and Permissions tab.

Do you mean it's under "Users & Groups"? I don't see it.

Admin CP --> Users & Groups --> Groups --> *select which group to edit* --> Users and Permissions (tab) --> Signature links have nofollow enabled?

And if there is a way to disable outbound links in signature? Or must be approved by the admin before appearing?
There is no signature moderation queue, so it wouldn't be possible to approve a link in a signature before it goes live. Sorry.
