I get this error when trying to edit the global.css

I get this error

Forbidden
You do not have permission to access this document.

Can anyone pleas help me

Make sure ./cache/themes is CHMOD to 777

All of the files & subdirectories are 777

I have read it, I cannot find 'Logs' at all, Maybe help me please with this?

I have asked my host provider to whitelist the mod_securiy and I am still getting the same error. and told them to delete the mod secuiry rule
