I've given them permission and all, but they still don't see it. How come?

They see this:

AdminCP > Forums and Posts > Edit that forum where issue is arising > Permissions > and under "Posting / Rating" tab > Make sure that "Can post attachments?" is ticked.

Make sure they are not in quick reply mode (which is what you see at bottom of a thread if enabled). Have them press preview post, which will take them to the advanced editor.. where they will see the attachment browser IF there group has attachments enabled for them.
