Go to Admin CP > Users & Groups > Groups > Registered > Forums and Posts. Untick all the checkboxes under Poll Options. You will have to do this for every usergroup.

Yes, but there are two columns of icons: thread status icons and post icons. I made tutorials on how to remove either so you can just take a look at them and follow whichever tutorial you want.
