How can I enable usergroups to create and/or edit Global Announcements?

Only super mods and admins can do this :s

There is MOD on mybb.com for this purpose..

I just tried the first link. It added a new tab when editing usergroups to allow or disallow mod cp actions (although by default everything is allowed which is annoying). Unfortunately it had no effect on my test usergroup. I uninstalled it.

The second one is apparently not working in 1.6. I don't really want to spend the time to update it for 1.6. I might just edit a source file to remove the (probably) super mods only check.
