You are right it's not. In that case I say we should add what he's asking for especially since there is a setting like this for the calendar already.
That's an exceptionally powerful single setting...

What's the practical application of something like this?
Some secondary banned group (custom created) into which users are that have limited abilities as to what they can do on forum? Or by default new users are placed into a group till then achieve X conditions (group promotions) like X posts so till then, posts are moderated? It's quite useful and IMO you could do a lot with it.
