But instead of applying it to a group, have it apply to new users.
Configurable via ACP for the amount of posts, registration time, etc. before they no longer need to be moderated.
Kind of how the "User Group Promotions" system works.

That's what you would use exactly. Change the default group's permissions (or create new group and make that default one) to the limited ones you want. Then have them promoted to a group that has standard permissions.

You can do this already with a plugin.

This works great as it eliminates an easy route for spammers garbage from being visible.
