I am not sure whether this has been suggested in past but I find it very useful just giving a core setting.
Rather than creating an MyCode or making core edits, a simple ACP setting would be nice. Also you can give a setting along with it to bypass additional admin specified link to be still dofollow, or if you don't want to include bypass parameters, one can use MyCode to make exception (A BBO posted tut about it including dofollow, I don't remember him name).
It's a single powerful setting I find.
