All the sudden my site is down and I get this error message.

It's back up now, but I would like to know what that error means - is it too little bandwidth?

It's not related to bandwidth. The MySQL server was down.

Is the "MySQL server" the same as my "server" or two separate things?

If you have cPanel that will tell you if your mysql server is up or down and you can configure it there also

It is a different thing although it may be hosted on the same server. If it was hosted on the same server and the server went down you wouldn't see that message.

I haven't got that in years,

but yes it is a "SQL Server" error.
