Regardless of whether there are changes to the database there are often changes to the data within the database. If, for example, you upgraded and reverted the wrong template that completely screwed up your theme - you could always go back and look over the backup to see what went wrong.
It's your decision as to whether you take a backup or not. At the very minimum, I backup forums, threads, posts, users and usergroup tables as you can often always recover a forum with that data.
