Ah, it's talking about the use of <hX> tags to separate content. You can easily add these by modifying your theme's template files. It seems to be something 99% of theme authors neglect to do for some reason.

You'll have to modify more than just one template if you wish to do it properly. In fact, it would be best to customize nearly every page, though the index and showthread should be the most important.
As for the variables, I don't know them off the top of my head and I'm away from my computer right now. If nobody else has provided them by tomorrow morning when I come back from work I'll assist further.
