I moved to another server using backup forum root and backup and now i cant see plugins in admincp (but i can see it's setting), why?
i dont get any error, just it empty

It's likely a bad plugin in your ./inc/plugins/ folder.
is some connection must be broken ..
yes i said that i imported from one server to another and changed domain too, i changed only setting.php cookie
5 different people of support team was watching this thread and no1 reply...

and i remember i had to make a clean new install
i asked all my contacts non had the right solution.

No, you do not need to do that. It's an issue with a bad plugin. No need to reinstall.
