Because in the User CP in group memberships they can just click join group.

that only applies to custom groups, you can't just join another default group.

or maybe you installed a plugin and there's a code like this

UPDATE mybb_users SET usergroup = '4' WHERE uid = 'XXX' it activates when you enabled the plugin.

and the question is if that somebody wanted to hack your site then why moved himself as a moderator?

Interesting. What plugins have you installed? Where did you download ALL of them from (yes, that sometimes matters)?

You said he made himself a moderator, but then you say he joined the VIP group. Which is it?

Just make Sure That No One Have Access On Your Phpmyadmin

it was not a mybb problem. i solved this by changing some permissions.
i was guilty.
