How do I change this message when people click to sign up.

Admincp -> Configuration -> Languages -> Your Language [Options] -> Edit Language Variables -> Member.lang.php -> Edit

Find:

agreement

Change the content there

Go to Admin CP > Configuration > Languages > Your Language > Options > Edit Language Variables > Quick Phrases.

Edit the relevant registration agreement paragraphs and save.
