It's a default feature unless your theme has that removed.

how can I do if it doesn't run?
i can create new one but when I select "request" users are not even obliged to compilate it. they can register also if they don't write anything in the field.
another question: how can I put one of this field under the profile on my forum?

make the field Required on registration
ACP > configuration > Custom Profile Fields > edit the field > Required? * > check yes
make the field show up in the users profile
ACP > configuration > Custom Profile Fields > Hide on profile > check no
