This is the message that it comes up with when a user tries to register:

'We cannot process your registration because there has already been 7 new registration(s) from your ip address in the past 24 hours. Please try again later."

Though they have never registered before.

It worked fine for me.

Maybe the person is using a proxy or a vpn that is commonly used?

I changed it to 100 accounts per user, probably a proxy or VPN

Ask him if he's using one because if he isn't then there's a problem, not good :-)
And allowing multiple account registration could possibly pose an annoying problem in the future.
