I am running 1.1.8 and just restored my DB. Everything looks fine except for one thing, I can get into my Admin panel. When I try, it tells me "You are either not a valid administrator or have not logged in.
Please login below."

And each time I try, it adds another log in box that says the same thing. It keeps popping log in boxes all over the screen so something is not right.

How can I get into my Admin? Would upgrading possibly fix this?

I cleared my cookies and that fixed it...

This will happen if your re-installing or upgrading your board. Cleaning your cookies and catch will fix it. Like was said by azcoyote.

same thing just happened to me on MyBB 1.2.1.
just restored a 1 hour old backup as a test (well, one should always check his backup procedure). Haven't reinstalled anything, just a DB restore

cleaned browser cache and cookies , relaunched browser : no go

Successfully logged at ACP from another machine in same LAN, then was able to log in ACP from usual machine.
Does this have something to do with $prefix$_adminsessions table ?<EDIT
