how do i Make it where only users and above can view the forums only?
i tried permissions but that didnt work

permissions should work just fine
did you tried the permissions in this way ?
ACP > forums and posts > forum you want to edit > options > edit forum > scroll down to Forum Permissions in "your forum name" > take a look at the Guests then press edit permissions > un check all the check boxes > save forum > and do it on all the other forums
