I checked the website and there is indeed no such file present. I am pretty sure it was there before - maybe someone can put the license up or make it a link to the wiki?
The new website which is due in a while will be arranged much clearer though.
There was a thread a few months ago about that page being missing. Noting was done for the couple months I watched and waited to see if that page would come back.
Now that the license has changed, it should go back there so that link isn't broken.
