I uploaded new Modcp.php to site root, editing Forum rules, then I'm getting same error!!!
MYBB Version is 1.6.8
Again I uploaded Modcp.php From Mybb Version 1.6.7 then it works.
It looks like a bug in Modcp.php in the latest version!!
Also I uploaded Functions_modcp.php from Version 1.6.7 in the inc folder.
Using Modcp.php from diff version will have bad effect or no worries???
Any other suggestion?

You could simply be missing a closing bracket in one of your templates or a close handle if you used HTML in your forum rules. Don't worry, I really doubt your forum is broken, I've had this error twice with different parts of the forum and it was slimy because I didnt use proper formatting or missed a syntax somewhere in my code (in templates).
Also, I don't think it's recommended to use different files from different version numbers of MyBB.
